In a large bowl, beat the butter until fluffy and no lumps remain. You'll want to keep the mixer speed low to start so you don't get sugar and cocoa everywhere. Slowly add the confectioners' sugar, cocoa powder, heavy cream, vanilla extract, and salt.
In a separate smaller bowl, whisk together the egg, milk, vegetable oil, and vanilla extract.
Sift the cocoa powder into mixing bowl.
Mix in powdered sugar a little bit at a time. Add powdered sugar into the bowl, one cup at a time, and mix until fully combined. With the mixer on low speed, carefully beat in the sifted cocoa powder, vanilla, and salt.
